Close the bridged-process hole in the drag-out hand-off gate
...
OsHandoff now needs the window-ownership proof AND a hit-test that named
nothing, so a bridged plugin's UI can't read as off-REAPER.

Fix drag-out giving live drags to OLE: prove the pointer left REAPER
...
OffReaper leaves the surface vocabulary; OsHandoff now gates on a window-ownership
proof resolved in the shell, so no in-REAPER surface can reach DoDragDrop.

remove dead action_buttons module (superseded by action_bar in Phase L)

Deletes src/action_buttons.{h,cpp} and tests/test_action_buttons.cpp;
removes the static library, test target, and reaper_reasampler link
entry from CMakeLists.txt; scrubs all dangling comment references.

S17: drag_out InstrumentDrop gesture + instrument_drop blob reusing the
instrument's own serializer; bank_panel FX hover-track + add-VST/vst_chunk
inject. S13 relay deferred (read-only bridge) — editor shows drop affordance.

feat(m11): native OS drag-out of bank samples (copy-only)

Pure drag_out (gesture boundary + path-list assembly) + Windows OLE
CF_HDROP / SWELL file-list shell; bank_panel hands off when a dragged
selection leaves the client area. COPY-ONLY mask; internal drag intact.
